Part 9 Buildings BCBC Explained

What Is a Part 9 Building? | BC Building Code Explained

If you’ve spent any time in the construction or development industry, you’ve likely heard the term “Part 9 building.” This classification is widely used across British Columbia and Canada, particularly in residential design, light commercial projects, and small-scale industrial buildings.

At Adapt Design, understanding and applying Part 9 of the BC Building Code is a core part of what we do. Here’s what you need to know.

Definition of a Part 9 Building

Under Section 1.3.3.3. of the BC Building Code, Part 9 applies to buildings that meet the following criteria:

  • Maximum of 3 storeys in height

  • Building area not exceeding 600 m² (6,458 sq. ft.)

  • Designed for specific occupancy classifications

These occupancy groups include:

  • Group C – Residential (single-family homes, duplexes, townhouses)

  • Group D – Business and Personal Services (offices, clinics, salons)

  • Group E – Mercantile (retail stores, cafes, restaurants, pharmacies)

  • Group F (Divisions 2 & 3) – Medium- and low-hazard industrial (warehouses, light industrial use)

What Types of Projects Fall Under Part 9?

Part 9 buildings cover a wide range of common construction projects in Victoria, BC and across Canada, including:

  • Custom homes and large single-family residences

  • Duplexes and multi-unit residential buildings

  • Townhouse developments

  • Office spaces and professional buildings

  • Retail stores, restaurants, and cafes

  • Light industrial and warehouse buildings

In many cases, homes up to approximately 19,374 sq. ft. (when designed within Part 9 rules) can fall under this classification.

Why Part 9 Matters in Building Design

One of the key advantages of Part 9 buildings is that they can be designed by a qualified building designer, rather than requiring a registered architect in all cases. However, this does not mean the process is simple.

The BC Building Code is highly detailed, and compliance requires a strong understanding of:

  • Structural requirements

  • Fire safety and life protection systems

  • Building envelope design

  • Energy efficiency standards (including Step Code)

  • Zoning and municipal bylaws

Choosing the right professional is critical to ensuring your project is both compliant and cost-effective.

Choosing a Qualified Building Designer

Not all designers bring the same level of expertise. When working on a Part 9 residential or commercial project, it’s important to select a firm with proven experience in:

  • BC Building Code compliance

  • Permit-ready construction drawings

  • Coordination with local municipalities

  • Efficient, buildable design solutions
